OpenAI has entered into an agreement with Amazon Web Services (AWS) to offer its artificial intelligence products to U.S. government agencies for both classified and unclassified tasks. This development follows OpenAI's earlier arrangement with the Pentagon, which permits military use of its AI models on classified networks—a significant achievement secured during a period of tension between Anthropic and the Department of Defense.

Anthropic was subsequently identified by the DOD as a supply chain risk after the company maintained its stance against allowing its technology to be utilized for mass surveillance of American citizens or to operate fully autonomous weapons systems. In reaction, Anthropic has initiated legal proceedings against the Pentagon.
With this AWS partnership, OpenAI is now operating in a domain where Anthropic has established a strong presence. Amazon has committed a minimum of $4 billion in investment to Anthropic, which relies on AWS as its primary cloud service provider. Claude, Anthropic's AI model, is incorporated into Amazon Bedrock—AWS's AI platform designed for enterprise and government clients—and stands as one of the most extensively integrated advanced models available in AWS GovCloud for public sector applications.
