OpenAI and Tata Group Partner to Build Gigawatt-Scale AI Data Centers in India

OpenAI has formed a partnership with India's Tata Group to secure 100 megawatts of data center capacity designed for artificial intelligence workloads, with a long-term goal of expanding this to 1 gigawatt. This initiative represents a significant effort to strengthen the company's enterprise and infrastructure presence within one of its most rapidly expanding markets.
Announced on Thursday, this collaboration is a component of OpenAI's Stargate project, which focuses on constructing AI-ready infrastructure and boosting enterprise adoption on a global scale. As part of the agreement, OpenAI will serve as the inaugural customer for Tata Consultancy Services' HyperVault data center business, starting with an initial 100 megawatts. The partnership also involves rolling out ChatGPT Enterprise to Tata's employees and establishing standardized AI-native software development practices using OpenAI's tools.
Falling under the "OpenAI for India" initiative, this deal underscores the company's growing commitment to the country. Recent estimates from CEO Sam Altman indicate India has over 100 million weekly ChatGPT users, including students, teachers, developers, and entrepreneurs. This level of adoption has established India as a critical growth market for OpenAI, prompting increased investment in local enterprise and infrastructure.
Establishing local data center capacity will enable OpenAI to operate its most sophisticated models within India. This move is expected to decrease latency for users and help meet strict data residency, security, and compliance standards, particularly for regulated industries and government projects. Domestic computing infrastructure is essential for enterprises managing sensitive information and adhering to data localization regulations, potentially opening doors for OpenAI to serve more customers requiring in-country data processing.
An initial commitment of 100 megawatts is considerable in the context of AI infrastructure, where training and running large models demand significant power for clusters of graphics processing units (GPUs). Scaling to 1 gigawatt in the future would position the Tata facility among the world's largest AI-dedicated data center projects, highlighting the scale of OpenAI's long-term ambitions in India.
Beyond infrastructure, OpenAI and Tata Group are pursuing a strategic enterprise collaboration to accelerate AI integration across Tata's vast business network. The conglomerate plans to deploy ChatGPT Enterprise to its workforce over the next few years, starting with hundreds of thousands of employees at Tata Consultancy Services (TCS). This rollout could become one of the largest enterprise AI deployments worldwide. Additionally, TCS aims to utilize OpenAI's Codex tools to standardize AI-native software development within its engineering teams.
N Chandrasekaran, Chairman of Tata Sons, stated that the partnership with OpenAI will contribute to building "state-of-the-art AI infrastructure in India" and support initiatives to prepare the country's workforce for the AI era. The financial details of the agreement were not disclosed, including whether OpenAI is making a capital investment in HyperVault or leasing capacity.
In November 2025, TCS secured investment from private equity firm TPG to develop AI-ready infrastructure in India under its HyperVault data center business. This platform is supported by approximately ₹180 billion (around $2 billion) in planned investment and is designed to handle large-scale computing workloads for major cloud providers and enterprise clients.
OpenAI will also broaden its certification programs in India, with TCS becoming the first participating organization outside the United States. These certifications are intended to help professionals develop practical AI skills applicable to various roles and industries. This step follows recent partnerships between OpenAI and several leading Indian institutions in engineering, medicine, and design.
The company plans to open new offices in Mumbai and Bengaluru later this year, supplementing its existing presence in New Delhi as it deepens its operations in the country. This expansion is expected to bolster enterprise partnerships, developer outreach, and local regulatory coordination.
This announcement coincides with India hosting its AI Impact Summit in New Delhi, where global AI leaders such as Sam Altman, Anthropic CEO Dario Amodei, and Google CEO Sundar Pichai are participating. The summit features Indian startups and enterprises demonstrating AI applications across sectors like finance, healthcare, and education.
OpenAI has been steadily growing its presence in India through collaborations with companies including Pine Labs, JioHotstar, Eternal, Cars24, HCLTech, PhonePe, CRED, and MakeMyTrip. These efforts aim to integrate its AI models into consumer platforms, enterprise systems, and digital payment infrastructure within one of the world's largest internet markets.
Collectively, the development of data centers, enterprise deployments, and an expanding partner network marks OpenAI's most comprehensive effort to date to establish advanced AI infrastructure and applications firmly within India.
