Pentagon Builds Its Own AI to Replace Anthropic After High-Profile Split

Following their highly publicized split, it appears reconciliation between Anthropic and the Pentagon is off the table. The Department of Defense is now developing its own artificial intelligence tools to replace those from Anthropic, as confirmed by Pentagon Chief Digital and AI Officer Cameron Stanley in a recent interview. He stated, "The Department is actively pursuing multiple LLMs into the appropriate government-owned environments. Engineering work has begun on these LLMs, and we expect to have them available for operational use very soon."
The breakdown stems from Anthropic's $200 million contract with the DOD, which collapsed in recent weeks after the two sides could not agree on terms. A central point of contention was the military's level of access to the AI. Anthropic insisted on a contractual clause that would prohibit the Pentagon from using its technology for mass surveillance of American citizens or for deploying autonomous weapons systems that operate without human control. The Pentagon refused to accept these restrictions.
With negotiations at an impasse, OpenAI stepped in and secured its own agreement with the Pentagon. The Department of Defense has also entered into a separate agreement with Elon Musk's xAI to utilize its Grok AI within classified systems. This shift in partnerships explains the Pentagon's current efforts to remove Anthropic's technology from its operations entirely.
While some speculation suggested a potential reconciliation was still possible, this latest development indicates the government is moving forward independently. In a significant escalation, Defense Secretary Pete Hegseth has formally designated Anthropic as a supply-chain risk. This label, typically applied to foreign adversaries, effectively prohibits any company working with the Pentagon from also partnering with Anthropic. Anthropic is currently challenging this designation in court.
