Congress Spends 90% of AI Budget on OpenAI's ChatGPT, New Report Reveals

OpenAI’s ChatGPT has emerged as Congress’s go-to AI platform in terms of expenditure, based on a recent analysis from CNBC. During the year ending March 31, OpenAI captured roughly 90% of all AI-related spending by House offices, committees, and institutional accounts, according to House disbursement records. The report shows that Congress spent about $100,580 on ChatGPT across 798 transactions, out of at least $113,740 in total AI expenditures.

Anthropic’s Claude ranked second, with $13,160 spent across 37 transactions. When broken down by party, Democratic offices led the way, accounting for $54,165 in AI purchases—more than three times the $15,782 spent by their Republican counterparts. These figures, however, don’t include AI usage through free accounts or AI features bundled into broader software contracts.

In practice, congressional staffers are leveraging ChatGPT and other tools for a variety of tasks. These include drafting memos, summarizing and analyzing legislation, responding to constituents, preparing materials for hearings, sorting through policy research, and even crafting social media posts.
